That is a very GOOD question :-)

  I made several Japanese patches for newsreaders.  You can
get the last versions of them from anon.dit.co.jp via
anonymous ftp/uucp.

  You may also get them from our gateway 'tinygw' via
anonymous uucp.

tinygw: Phone: +81-298-58-1364  ID: anon, no password.
        If your modem is Trail Blazer, you need to set ATS50=255.
        /pub/ls-lR contains the list.

  Krn and ktrn contain Japanese prompting and help menus and
you can toggle Japanese and original English when you
reading news.  Also ktin contains Japanese prompting system,
but they must be selected when you install.  All of them
knows Japanese major kanji codes ( JIS, OLDJIS, EUC(DEC),
ShiftJIS ) and you can chose them for display, editing, and
file saving.

  There are other Japanese versions of news readers and they
are also placed at tinygw.

  jsnews 1.0.0
      UUPC based news reader for personal computer (NEC
      PC9800 series).  Derived from Snews. Made by Nobuya
      Suzuki ( nobuya@tiny.or.jp )

  BTW, I posted KAKASI version 2.2.3 to fj.sources recently.
KAKASI converts Kanji to Hiragana or Romaji.  If you are not
familiar to Kanji or you have no Japanese terminal, I think
it is useful.  For example, ( trn must be Japanese version ) 

  % trn | kakasi -Ja -Ha -Ka -Ea -s

shows romaji words which represent Japanese pronunciations. 
If you have Japanese terminal, but you need Kanji reading
aids

  % tin | kakasi -Ja -f

displays Kanji with romaji.  ( This example needs a wide
terminal window ).  If you want to know the details of
KAKASI, type "kakasi -h".  You can get KAKASI from tinygw.
