Not sure what you mean.  If you mean "How do I setup a dialup for each
ISP" that's easy.  Just go into the control pannel and select the "New
Dialup" and one will be created; then just fill in the particulars
like IP etc.

Depends on your mail and news readers.  Different ISPs usually mean
different mail and news servers.  So in that case you would have to
have different setups for each ISP.  However I use MSN Dialup with
multiple (3) different accounts on two different ISP.  So that is
possible.  

I also use Agent and with that you have to have seperate directories
and multiple icons for each ISP news server you are using.

This is probably true for mail.
