I am looking for ftp sites that contain repositories of complete
texts of books and publications.

The BIG one I am aware of is /pub/obi at ftp site world.std.com.  They
have complete ASCII texts of 19th century world literature, some earlier
texts (Beowulf, I think), some current publications and technical 
materials, the CIA fact book from 1991, and various (public domain) reference
works and dictionaries.

I would particularly like to know about sites with texts in other
languages than English (German and Dutch, in particular).
